This is a transcript from Customer Service of Lufthansa Airline about if CARES can be use on Lufthansa Airlines and most likely also on other European airlines:
Thank you for your patience and I have received a reply from Frankfurt headquarters. They have confirmed that the CARES system is currently not allowed on board any Lufthansa aircrafts. This includes both Transatlantic and European flights.
Although Frankfurt is aware of this restraint system and its benefits, unfortunately, there is no indication of any future clearance for its use. Again, thank you for your patience and I would have rather given you a more positive response

We have used this several times and it beats trying to get car seats down the isle with two small children. Make sure you carry the paperwork(instructions) with you on the flight, some attendants didn't know what it was and said we couldn't be on the plane without a car seat for the children and we would have to leave the plane because it was a saftey issue. After talking to them the whole boarding time the attendant from first class came back and said she knew what it was and it's approved but it wouldn't have taken so long had I shown them that it was approved by the FAA which is in the paperwork. Most of the times one attendant on board does know what it is and gives the OK but it has happened 6 times out of 20 we have used it.Customer Review: Easy To Install - Works Great!

Not much to really say except that I bought this for my son's first airplane trip, and it was very easy to install and deinstall, as well as put my son into/out of. Since it's a 5-point harness style, it was also a very familiar restraint system just like the car seat which I believe helped my son feel calmer on the airplane and more willing to sit still for longer periods of time (the fewer "new" things the more likely your child will adapt easier and be more compliant)
For toddlers, make sure you buy your child his/her own roller bag and I also recommend the "The I'm A Good Little Traveler! DVD Toolkit Series: Shae by Air" to help prepare your child emotionally for his/her first flight.

Really like this product. SO much easier than lugging around a car seat at the airport. I mean, just consider, you have a choice of carrying around a one pound or so set of straps that easily fits in a diaper bag vs. a 20 or more pound car seat. Once on the plane, it took less than two minutes to install and less than a minute to uninstall (granted, I practiced with it a little before I left, but it didn't take much to figure out).
I highly recommend this product. Just wish it was a little more reasonably priced, but for the convenience factor, I think it is worth it. Flying with kids is enough of a hassle in itself, and this product really does make it a little easier.

I bought this harness for my 3 year old to use on the plane. Our friends at our destination had a car seat we could use there, so we didn't need to bring our own. The harness was very easy to install and use, and my daughter seemed comfortable in it. The flight attendant said "Oh, you have the fancy seatbelt!" to my daughter, who seemed to like that. I think even if we have to travel with a car seat in the future, I will gate check the seat and use the harness on the plane.
I shopped around for this harness and the best price I found was on Amazon with free shipping. Even with a 20% off coupon at a local retailer, it would have been more after tax.
